In an image, yes. The box is painted onto the pixels and the ones underneath are gone from the file you download, so there's nothing to peel back. This is the difference between redacting a picture and drawing a black rectangle in a PDF or a Word document, where the shape is a separate layer that can simply be deleted to reveal the text under it.
What should I cover in a screenshot before sharing it?
