Blur, pixelate, and when to redact instead
Blur makes an area too soft to read. Pixelate turns it into big blocks. Both change the real pixels, so the download doesn't contain the hidden part.
One honest warning. Special software can sometimes read blurred text again. For names, card numbers and real secrets, use the redact tool instead. A solid box can't be undone.

Can a blurred face or number be recovered?
Not from the image itself. The blur is applied to the pixels and the file you download contains only the blurred result, so there's nothing underneath to uncover. Two things do give people away: a blur so light that the shape is still readable, and posting the untouched original somewhere else. Use a strong setting and check the preview before you download.
Should I blur or pixelate?
Pixelation is easier to judge, because you can see exactly how much detail is left in the blocks. Blur looks tidier in a screenshot you're going to publish. Both are safe when the setting is strong enough, and both are unsafe when it isn't. For text like an account number, use a strength where you can't read a single character.
