To hide something specific, use the blur tool to cover just that part. And for names or numbers that really must not be readable, use redact and a solid box, because heavy blocks can sometimes be worked backwards.

Are my files uploaded to a server?
No. The pixelate tool runs inside your browser, on your own machine, so your files never go anywhere. Big ones are fine too, up to whatever your browser can hold.
Can pixelated text be read again?
If the blocks are small, sometimes yes. Text is predictable enough that a determined person can work backwards from coarse blocks to the characters that produced them, especially for something with a known shape like a number plate or a date. Use blocks big enough that you can't make out a single character yourself, and the guesswork stops being possible.
How big should the blocks be to hide a face?
Big enough that the face is no more than a handful of blocks across. If you can still tell where the eyes are, so can everyone else. Check the preview at the size the picture will actually be seen, since a pixelation that looks strong on a small preview can be much weaker at full size.
